In short, the South Street Bridge (which connects University City to Center City directly southeast of Franklin Field) is closed. You can no longer be where this photo was taken.
Please note that the Philadelphia train station — known as 30th Street Station — is just five or so blocks from Franklin Field and is a great option for those along the rail line.
There is also construction to Franklin Field and the throwing events — the shot, discus, hammer and javelin — are being held at River Fields (click and scroll down on the google map) parallel to the expressway, accessible by car (University Ave. exit) and by foot. This is the area where the javelin has been traditionally contested. The shot, hammer and discus had been previously held near the base of the Blue Bridge on the north end of Franklin Field.
